Heating your homes in the winter in North Dakota may get more expensive, if new proposals for utility rate increases are approved.   The possible increases would affect customers of Northern States Power and Montana-Dakota Utilities.  Those companies submitted a rate-hike proposal to the Public Service Commission of 7.5%-12.5%.   Spokespersons for the companies have said the increased rates are needed to combat rising costs of providing natural gas in the state.   The AARP had been leading the fight against rate hikes, and they praised customers who submitted objections during the public comment period.   The rate-hikes would begin later this year if approved.
