North Dakota legislators in 2025 are considering the easing of restrictions on feedlot operations, following recommendations from a state task force.
Proposed updates would reduce setback distances between large livestock facilities and homes, schools, and businesses by a quarter mile.
Agriculture Commissioner Doug Goehring emphasized the rules would still be stricter than in many other states and could include exemptions using an “odor modeling tool” to adjust setbacks based on local conditions.
Proponents argue the changes could bolster the livestock industry and create jobs in smaller towns, while critics raise concerns about environmental impacts and community quality of life.
While state leaders see livestock expansion as a way to compete with neighboring states, some communities are remaining skeptical.
