North Dakota House Bill 1361 changes minimum prison sentences of seven, 15, or 40 years, depending on the severity of the trafficking offense. Lawmakers voted 70-23 in favor of the bill.
Those convicted will not be eligible for parole. In the past, traffickers faced a maximum sentence of life in prison, but judges could issue lighter sentences as there were no minimum requirements. Supporters of the bill believe the change ensures that human traffickers serve appropriate prison time for their offense. Opponents feel that mandatory minimums don’t deter crime.
The bill is headed to the governor’s desk for final approval.
