North Dakota’s House rejected House Bill 1421 in a 91-2 vote Thursday. The bill would have increased interstate speed limits to 80 mph, set a 40 mph minimum speed, and required farmers to obtain $25 annual permits for driving tractors on highways with follow vehicles. Sponsored by Rep. Eric Murphy (R-Grand Forks), the bill faced strong opposition from agricultural groups. A separate bill (HB 1298) to raise interstate speeds to 80 mph without minimum speed requirements has already passed the House.
