As first reported by InForum, students, parents and administrators descended upon the state capitol in Bismarck to testify about legislation that would change the transfer process for student activities.
House Bill 1491 would eliminate any recruitment and undue influence rules or penalties and grant immediate varsity eligibility upon proof of required documentation. The bill also allows for a student to transfer an unlimited amount of times.
Many of the students, parents and others testified against the bill citing things like competitive issues. Others have supported the bill as it doesn’t make students sit out with eligibility restrictions and miss time they can’t make up.
