North Dakota’s Legislative Council has been hit with an unprecedented number of calls about controversial bills since the Legislature’s mid-session break. Director John Bjornson reports this high volume of calls is disrupting their ability to support lawmakers. Evidence shows that some of these calls are misdirected, with many callers confused at who they are reaching. It is believed that callers are being automatically transferred by robocalls or call centers. The nonpartisan service agency has implemented phone screening features to manage the influx of calls. Bjornson notes that these campaigns are not effective for influencing policy, and recommends constituents use the Constituent Views app on ndlegis.gov or email representatives directly.
