PAYTON GALL, KSJB LOCAL NEWS –
26-year-old Carson Theodore Quam, a former Cass County deputy, faces 10 counts of possessing child sex abuse materials. The charges were filed earlier this December in Cass County District Court. Quam allegedly possessed the materials between September 2021 and September 2024 on a cellphone, depicting children between the ages of 2 and 14.
He has cooperated in the investigation, turning himself in on Tuesday to the Cass County Courthouse.
Carmell Mattison, the special prosecutor from Grand Forks County, asked the judge to set his bond at $20,000 with a restriction from access to the internet and social media, as well as no contact with minors. Quam’s attorney argued that the bond should only be set at $5,000 as he is seeing a psychologist. He also argued that the restriction for contact with minors and the ban on internet access was too strict. The judge sided with Quam’s lawyer in this situation, approving the $5,000 bond, meaning Quam only had to post $500 to be released, which he did following the hearing.
If convicted, he faces 5 years in prison.
