Former Cass County deputy challenges evidence in child sexual abuse materials case

Richland County Judge Daniel Narum heard arguments on Tuesday whether evidence against former Cass County Sheriff’s deputy Carson Quam should be suppressed. Quam, 26, resigned in September when North Dakota Bureau of Criminal Investigation agents searched his home for child sexual abuse materials. He now faces ten felony counts. Defense attorney Mark Friese argued the search warrant lacked probable cause, calling allegations “stale and vague” with no clear connection to Quam’s home. The investigation began with a fourth-hand tip that Quam had viewed illegal material. During questioning, Quam admitted to searching for pornography involving teenage girls on his work phone and home television. Investigators found evidence on a broken personal phone seized during the home search. State prosecutor Justine Hesselbart countered that “mere probability” is sufficient for search warrants. Judge Narum will issue a written opinion, with no timeline provided.
